Sylvia Pankhurst was a British, yes, and British women's right advocate and suffragette. Women were not permitted to vote in England until 1918.

Or rather women were not permitted to vote again until 1918. Early voting rights were defined by property qualifications, and some women did meet those qualifications. However, when this was figured out, Parliament fixed that nonsense in a hurry.
