Making "master copies" of famous paintings has always been part of the traditional art curriculum, either "sketchy" copies or precise and accurate. This is kind of in-between.
This is - or it's supposed to be - Emily Sargent, the sister of John Singer Sargent from a painting by (of course) her brother. Emily, who also painted, was about twenty when this portrait was made.
Homework for a portrait painting class. I've seen better copies, but then I've seen a heck of a lot worse which were even being sold for ridiculously high prices.
